Users can Add, Flag, Sort and Vote on Solutions

Major enhancements are now available for free. These include:
- Ability to add new solutions, moderated by the FaultWire staff.
- Flag a solution for review by the FaultWire Staff for appropriateness and accuracy.
- Vote for individual solutions that help solve the issue at hand.
- Sort multiple solutions by ratings, votes, or by the date the solution was created.
