Default POWER_FAILURE_SIMULATE BSOD is impossible

This bugcheck does not generate a BSOD at all. Attempt to call KeBugCheck with POWER_FAILURE_SIMULATE will only call the HAL to restart the machine entirely, to make a hard reboot from kernel mode. That is why the BSOD never appears.

Only rare case when a BSOD with that can appear is when a hardware error or software bug appears which causes the Windows code to not to cause a restart but a normal bugcheck instead.
