When the program's installer is damaged or corrupted, a new copy is required (either via download, media (CD/DVD), or network (if on a home or company server).

In some cases the installer may have performed a partial installation, yet can't undo what it has already installed. If a known good installation copy fails (differently than this failure), you may need to delete files it placed it's related Program Files directory.
