The C++ redistributable is likely corrupt and cannot be removed.
While it sounds strange, reinstalling the same C++ redistributable version will fix the redistributable package so it can be removed or upgraded.
This most often occurs with the Visual C++ 2005 Redistributable for x86, which is available to download from Microsoft at: Visual C++ 2005 Redistributable Download.
For other versions, search in Microsoft Download Center for the correct download.
