Description
The help file is missing or incompatible or not on the local system. Windows Vista and later versions no longer allow developers to use the WinHlp system, and it is reserved only for Microsoft, even though older Windows versions allowed thrid-party .hlp files. Also WinHlp does not support hlp files that reside on the internet. They should be on your local drive.
