Using Explorer, locate the file and highlight the filename and right click on Properties. The dialog appears similar to:

 

Near the bottom in the security section, you can select Unblock to remove the security block.  Then select Ok.

Stop Saving Zone Information

Turn off the option that saves zone information (i.e. untrusted zone). This will not change the security of existing files, but will eliminate the issue for for future files. Also this change is handled for the current user only.

At the Run dialog (Windows key+R) strat up the Group Policy Editor by typing Gpedit.msc and navigate in the left tree to: User Configuration, Administrative Templates, Windows Components, Attachment Manager.

 

In the right pane, select the Standard tab if not selected. Then double-click on the option Do not preserve zone information in file attachments. A new dialog appears:

 

Change the setting to Enabled and press OK.

When getting files outside of Windows (typically via the Internet) where it is considered "Untrusted", Windows uses the Alternate Data Stream (ADS) feature to mark the file as blocked. This only works on NTFS, and if the file is moved to a FAT32 drive, the ADS content is lost.
