One of these options will typically correct the problem:
If the phone line is in-use, return the line to the unused state before making the modem connection.
Confirm the phone line is properly connected to the PC's 6-pin phone jack and the related wall jack. Some users may accidentally connect to the PC's 8-pin Ethernet jack, as it will fit, but will not work.
Temporally remove the line from the PC and connect a spare phone to the line and confirm you hear dial-tone from the line when lifting the receiver. If no dial-tone can be heard, the cable or phone line is broken and needs to be repaired.
