Description
This confusing message appears when the crypto service database is corrupted. The crypto service is used to validate downloaded Windows updates are authentic. It is also used for other internet-enabled software which require a certificate authority.

It is not possible to disable the connection at this time. This connection may be using one or more protocols that do not support Plug-and-Play, or it may have been initiated by another user or the system account.
When corrupted, the easiest fix is to rename the directory where the crypto database resides:
Reboot the system into Safe Mode by holding the F8 key down during a reboot (but after BIOS messages go by). If you get the Windows logo, it's too late.
In the black and white Windows Advanced Options Menu, select Safe Mode with Command Prompt.
If prompted to select the operating system, pick the OS you want to boot up (typically there is only one choice).
Log into the Administrator account.
At the command prompt, type: net stop cryptsvc
You should see that the Cyrptographic Services was stopped.
Next type: ren %systemroot%\System32\Catroot2 oldcatroot2
Restart Windows and Windows will build a new crypto database automatically.
