When getting files outside of Windows (typically via the Internet)
where it is considered "Untrusted", Windows uses the Alternate Data
Stream (ADS) feature to mark the file as blocked. This only works on
NTFS, and if the file is moved to a FAT32 drive, the ADS content is
lost.
