Description
Even though it appears as a Microsoft issue, it very likely a problem with a Symantec product. Symantec's Live update system handles both product actaviation as well as product updates.
If you have ever uninstalled a Symantec product on this system or had an installation fail part-way through, older Symantec products (especially those with Anti-virus, pre-2009) had many problems leaving behind files and registry settings that screw up later installs. Symantec used to make available a special cleaner program that removed all the excess stuff, but links to these programs no longer appear to be available. You may have to contact Symantec to get this issue resolved.
