Although this sounds odd, if two (or more) firewalls are running they can cause all sorts of problems that seem unrelated to the Firewall.
Many security products have a built in Firewall, and normally they will disable the Windows firewall automatically when they are enabled. Conversely they should re-enable the Windows Firewall if they are disabled or removed.
Check if you have two Firewalls running and if so, disable one. The Windows Firewall can be accessed from the Control Panel, System and Security section.

For all versions of Windows (and both 32 and 64-bit versions):
Open explorer (Windows key + E) and navigate to :
C:\Windows\System32\spool\PRINTERS
You can safely delete any files in this folder. If you are concerned, you can rename them or move them to a temporary folder.
