It is likely the installation was not completed and some files are missing that are required to run the program. Often a "Run time error" can occur from a missing Visual Basic run-time DLL, that should have been installed as part of the application.
If the application seemed to install properly, the software package be damaged and/or improperly built from the vendor. Check the software vendor for a fixed version and other suggestions.
