Windows cannot open this file: File: To open...

  Description

Windows holds a list of programs to run that are associated with the files extension. When there is no association, this message appears to allow you to select a specific program.  Only one program can be associated with a specific file extension. For example, .doc and .docx are typically associated with Microsoft Word.
