The Windows Installer service is not active, so the installation cannot proceed. This occurs if you are running in Safe-Mode (which does not allow installations) or if the installer service is corrupted, disabled or uninstalled.

For Windows XP, Microsoft has identified a problem with XP SP2 and older that is fixed in SP3. If you are using an older XP service pack, you'll need to updating to the latest service pack to fix this issue.

If the Installer Service was disabled, the following steps will re-enable it:

  • Open the Run dialog (Windows + R) and type: services.msc
  • Double-click on the service Windows Installer
  • If the Startup type: is set to Disabled, then change it to Manual.
