The program may be flagged to start in Administrative mode, which is not allowed. To fix this:

In Windows 7 or Vista:

1. On the shortcut icon, right-click and select Properties.
2. Click on the Compatibility Tab.
3. Un-check the option "Run this program as an administrator".
4. Click OK.

In Windows XP

1. On the shortcut icon, right-click and select Run As.
2. Make sure top radio button for the current user is set. In some cases you may also need to un-check the Protect my computer and data ... option.
3. Click OK.
