Another instance of Opera is still in the process of shutting down. Please wait until it finishes, or terminate it using the task manager.
This happens because the last Opera process is still running. To stop it, you must open the task manager (Ctrl+Alt+Delete) and go to the Processes tab. Locate opera.exe in the list, select it and then click the button End Process. Confirm the action by clicking Yes.
Now that this is done, you can start Opera again without any errors.
