From a fresh boot, open Outlook as the Administrator. If you are not logged in as administrator:

  1. Open explorer and locate the executable file for outlook. For example, the default location for Outlook 2007 is:
    C:\Program Files\Microsoft Office\Office12\OUTLOOK.EXE


    (Note: 64-bit OS versions will have it under the Program Files (x86) directory)
  2. For Vista and Windows 7:
    Right-click the file and select Run as Administrator.

    For Windows XP:
    Press and hold down the SHIFT button and right-click OUTLOOK.EXE and select RunAs. To log on as the Administrator, click The following user and provide the admin username and password when prompted.

With Outlook running as administrator Sync should now work.
