Find where your email folders, etc., are stored. Backup that entire directory.
Find the Eudora folder in Program Files. Backup that entire directory.
Set a Restore Point. Important, as you may want to restore if this doesn't work for you.
Open Eudora by right-clicking and selecting "open as administrator".
Ignore the request to set up Eudora. Just open it. Notice that all your email seems to be present, but your 'personalities', etc., are not.
Copy your backed-up email folders directory back into its original location.
The backup of your Eudora folder in program files was just for safety.

This fix corrected the error, but when in a browser and I select an email link (mailto), Eudora does not correctly copy that link into a new email. This may possibly be due to changes in the Eudora folder in program files, but I have not changed that folder in any way.
