Try running an earlier version of Nero InfoTool. I ran into this same issue on Windows Vista (32-bit). I downloaded InfoTool v4.03 from Afterdawn and the Nero tool was then able to read each of my Drive devices without this phantom "Open Tray" error issue.

I was able to obtain the InfoTool v4.03 here:
