Dialog may appear differently depending on Windows style options and where it occurs.
Search for and Install util_tvap_27271A.exe. As expected it will show some kind of error after some of the installed files, but it will have installed parts of the older program version from 2008. After it supposedly fails, download and install util_tvap_215000M.exe. It will seem to be doing nothing but it will just as quick restart the laptop and continue installation before Windows restarts to your desktop. It will than restart again and the problem should be resolved.
This was on a Toshiba Satellite P505D-S8930 laptop running Windows Vista64 Home Premium with SP2 and Explorer 9 with 6 buttons. Hope this works for anyone else having this same issue.
