I had the same error message going through a VPN client to connect. I could ping a host but would get this message (eventually) when using TightVNC to that host. Our firewall needed to be setup so that an IP address was given to the VPN connection on a compatible network (172.16.x.x in this case) and the problem went away, no more trouble using TightVNC to hosts on the network. It seems the error is because the remote client and the host are not on compatible networks (originally my remote client was not on any network).
