The BIOS has a Secure boot option that detects if critical boot files are modified. The SECURE_BOOT_VIOLATION indicates something was modified and Windows will not be allowed to start. This fatal issue will also occur if you installed a new OS version, and did not first turn off the BIOS's Secure boot option.
This is a fatal Windows error, typically called a Stop message, Bug Check, or more commonly the Blue Screen of Death (BSoD). The system is in a forced reboot state. Any unsaved work is likely lost.
