Description
The page requires a web server application that is not available, but is being restarted.
It may also be caused by a backup or Anti-Virus scan running on the server, which prevents access to the server application.
Occurrences
Frequency is relative to other Internet warnings and errors.
Solutions and Fixes
Solution 1 of 4 - Try a Page Refresh

Click the refresh button in the browser. For most browsers, you can also press F5 for refresh.

Try to access the site again at a later time.
Solution 3 of 4 - Locate Cached Page

If the page has been deleted from the server or it is not currently available you can try to get an achived copy. If you used a link from a search engine, you might be able to get some information by using the "cached" option.
You can aslo try viewing the site or page from an archive such as the WaybackMachine.
Most archives and cached versions only retains the site text. Graphics and other media objects are linked to the orignal site and may or may not be available.
Solution 4 of 4 - Notify Webmaster

You might notify the webmaster about the issue. Include the error number and the address (URL) where the error occurred along with any other relevant details.
Many sites use an email address in the form webmaster@sitename.com where you replace sitename.com with the web sites address (don't include a www). Keep in mind with the amount of spam, they may use a different address and/or it might get ignored. Check the websites' contact information to get reliable contact information.
Official Explanation
This indicates that you tried to load an ASP page while IIS was restarting the application. This message should disappear when you refresh the page. If you refresh the page and the message appears again, it may be caused by antivirus software that is scanning your Global.asa file.
"500.12 - Application is busy restarting on the Web server" is only supported by Microsoft IIS (Internet Information Services) web servers.
The five hundred series of errors indicate something is wrong at the server and it is unable to complete the action.
