Frequency is relative to other Internet warnings and errors.
"403.11 Password change" is only supported by Microsoft IIS (Internet Information Services) web server versions 5 and 6 (not IIS 7.0).
The four hundred series of errors indicate something was sent to the remote web server incorrectly.
